The Democrats for Strong Bulgaria (DSB) and GERB will be rivals in both elections next year, DSB leader Ivan Kostov said in Varna (on the Black Sea) Saturday. Bulgaria will have local and presidential elections next fall.Kostov added that next week working groups of the DSB and the Union of Democratic Forces (UDF) will begin to discuss the signing of an agreement to run in the elections jointly. Now the two parties are partners in the parliamentary Blue Coalition.According to Kostov, the agreement should be valid for the forthcoming local and presidential elections. Other formations may also join this agreement, he added.In addition, Kostov said he expected Prime Minister Boyko Borissov to change the entire team currently heading the system of health care as it cannot cope with its obligations. "The health care system is disorganized to the point of chaos at some places," Kostov commented. In his words, the reason lies in the fact that reforms in health care have been stopped for nine years now.
